Kirby H. I make a motion that Bridge the Gap become a standing committee at the Western Area 39 of Missouri with the necessary guideline change to section Three – standing committees 3.1 General Statement of purpose, composition and guidelines.
Paragraph 3 which read. “Standing committee of the Assembly will be Conventions (Area and State), Cooperation with the Professional Community, Correctional Facilities, Archives, Literature, Public Information, Treatment, Grapevine, Special Needs and any other committees as deemed necessary to cooperate with corresponding committees of the General Service Conference.”
To be changed to read:
“Standing committee of the Assembly will be Conventions (Area and State), Cooperation with the Professional Community, Correctional Facilities, Archives, Literature, Public Information, Treatment, Grapevine, Special Needs, Bridge the Gap and any other committees as deemed necessary to cooperate with corresponding committees of the General Service Conference.”

Section 1.1 (E) Which states:
“It will be announced at the Assembly that only voting members on the Secretary’s roll will be permitted to vote on the Assembly business, qualifying ‘voting members.’”
Be changed to:
“It will be announced at the Assembly that only voting members on the Secretary’s roll will be permitted to make a motion and to vote on the Assembly business, qualifying ‘voting members.’”

Attached are the Area 39 Guideline revisions recommended by the Ad-hoc committee appointed by Harvey M., Area 39 Chair. It is important that all DCM's utilize the next two quarters to review and discuss these recommendations at your district meetings. You may want to appoint one member from your district to be responsible for this project and to ensure that this is on the district meeting agenda. Since Area 39 is fast approaching the elections for the area, these guideline recommendations will be put on the January 2009 agenda for discussion and vote.
Please be sure to pass this information on to the newly elected DCM in your District. These recommendations will be posted on the area web site (wamo-aa.org). Also be advised that the current Western Area Guidelines are posted on this web site too. During this process if you have concerns, questions or thoughts regarding these recommendations feel free to contact any of the following committee members:

Addition to Section 1.1 (A):
To Read As

Area Assemblies in the Western Area will be held on a quarterly basis during the months of January, March, June and September whenever possible with the purpose of the March meeting to prepare the Area Delegate for Conference, and the September meeting in even numbered years for the election of incoming Area Officers.

Addition to Section 1.1 (B):

The meetings will be at locations and on dates selected by the Area Chairperson. These will be announced at least one year in advance.

: If any Area Officer, Alternate Area Officer, Standing Committee Chairperson or D.C.M. is absent from any two consecutive Area Assemblies and in the case of the D.C.M.’s is not represented by an alternate, the Area Chairperson, upon notification from the Secretary will contact the absent member or the appropriate district or the assembly to seek a remedy to the absence or to ask for the selection of a qualified replacement.

Funding for mileage and rooms will be furnished, upon request, by the Area Assembly.

Area expenses will be those approved in the budget by the Western Area of Missouri Assembly. All other request for funds shall be through Area Assembly approval.

Change to Section 1.4
Change title of section to read Special Committees. Move A) under section 1.4 to section 3.1, making it the third paragraph before A). In section 1.4 move item B to replace A) and eliminate C)

Change to Section 1.5(C):
To Read As

The Assembly will remove the names of any eligible Area Committee Member from the list, unless letter of willingness to serve was presented to Area Chairperson, if they are not present at the Election Assembly.

All Alternate Area Officers are to be elected separately and not as runners-up to the incoming Area Officer.

Change to Section 1.6(B):
To Read As

Net proceeds of the Western Area of Missouri Convention will be forwarded to the Area Treasurer by December 31st of that year. A determined amount of seed money for the next years convention may be set by the Convention Committee and will be subject to approval by the Area Assembly.

Change to Section 1.6(C):
To Read As

Individual members of the Western Area of Missouri are encouraged to express their gratitude for sobriety by donating $1.00 for each year of sobriety to the area during the quarter of their anniversary.

Any surplus funds of the Assembly after a prudent reserve is maintained may be dispersed to the General Service Office at the January assembly by a majority vote of the assembly.

Change to Section 2.1
Remove COMPOSITION from title of 2.1. Eliminate 2.2 heading, add A) to 2.1 and eliminate B), making this all a part of 2.1. B) is not needed since it is addressed in section 1.1 H).

Change to Sections 3.2 and 3.3
Eliminate sections for all standing committees. (Note: W.A. & State Conventions are the only two W.A. Standing Committees listed in the guidelines. Like all other Area Standing Committees, they both have their own guidelines)

Eliminate, it is already addressed in Section 1.1(H).

Change to Section 7.1
To Read As

Any agenda item which may affect these guidelines will be presented to the Area Chairperson in writing 45 days prior to the next assembly. The Chairperson will place the item on the agenda of the next assembly to be presented by individual placing it on the agenda. Discussion will follow and it will automatically be placed on the next agenda for discussion and vote, giving G.S.R.s and D.C.M.s the opportunity to take item back to groups. Any guideline change requires a two-thirds vote of the Assembly. If the item voted upon changes these guidelines the Area Secretary will automatically make the changes. The vote may be written ballot if desired.
